That may be the case. Its just especially weird since Walker is reusing the mold from the Falcon and Winter Soldier version which has a gun molded into a holster and a hand with a trigger finger. He is clearly intended to have a gun but for whatever reason he doesn't.

That could be Marvel's fault tho. Sometimes when the figures are in the beginning of modeling/packaging stage, toy companies need information from the movie company about what the character will be named, weapons they will use, outfits, etc. This can sometimes lead to very different toys than what comes out on screen, such as the STBS Rebel Sgt Jyn Erso, who was based off an earlier concept of the character before she changed before the movie came out.

I find it hilarious that Red Guardian, who did not use guns, comes with two, while US Agent, who did use them comes with none.

The head sculpts are both amazing! I will only be picking up this set if Thunderbolts is my new favorite MCU movie. Gonna be hard to beat Iron Man 3.
